Changes in APDT Rules & Guidelines - Judges/Trial Hosts/Paperwork

This summary can be found here and goes in to effect June of 2011.

JUDGES
Judge’s Class
If there is not an Officiating Judge approved to judge a particular Judge’s class that an
Officiating Judge would like to enter, any Judge present who is approved to judge that
level may judge the Judge’s class.

Continuing Education Requirements for Judges
Approved Judges must complete at least two of the following requirements on a yearly
basis in order to maintain APDT approval:
1. Satisfactorily judge an APDT sanctioned Rally trial at each level for which they are
approved 
2. Exhibit at an APDT-sanctioned Rally trial
3. Attend a sanctioned APDT Rally Judge’s seminar or webinar

Assignments
Judges may receive entries in the Judge’s class as a portion of their compensation.

HOSTING A TRIAL
Representatives
The Representative position has been eliminated. Trial Hosts are not required to have
Representatives at trials. A Field Representative system is being developed. In the
interim, Judges will assume the previous Representative duties. (Special Note: If there
is an existing contract between a Trial Host and Representative, it is still binding.
However, if both parties agree to dissolve that contract, a letter/contract of dissolution
needs to be signed and dated by ALL parties, including the Trial Host or chair and the
contracted Representative.)

HOSTING A TRIAL

Trial Sanction Application - Trial Sanction Applications may be sent via US Mail, Email, or Fax.
Trial Paperwork  - Post-Trial Paperwork may be sent via US Mail, Email, or Fax. The Administrative Fee may be paid via check or by mailing, phoning, or faxing credit card information to the APDT Rally Office.
Judge’s Contract - Entries in the Judge’s class may be given as a portion of the Judge’s compensation.

Staffing the Trial (added the following)
Trial Monitor
As the Representative position was eliminated as of June 4, 2011, the Trial Host shall
designate a Trial Committee member as Trial Monitor to assist the Officiating Judge
with monitoring the trial grounds. Before the Walk-Throughs, the Trial Monitor shall
meet with the Judge to discuss logistics of handling any incidents or situations that may
arise outside of the ring during judging. If situations arise while the Judge is judging a
team, the Trial Monitor should take action to make sure everyone is safe, make note of
the team number(s) of those involved, and as soon as possible speak to the Judge,
preferably before the next team goes into the ring. For any incidents, the Judge or Trial
Monitor shall send an Incident Report to the Rally Office.

COURSE DESIGN GUIDELINES
Level 2 Course Design Guidelines
Clarified that one of the requirements for Level 2 Courses is five complete Level 2
exercises. (Some Level 2 exercises are comprised of more than one exercise sign. For
example, # 34 HALT – Leave Dog – Recall, must be followed by # 35 Turn and Call Front,
and finally either # 36 Right Finish or # 37 Left Finish. All three signs make up one
complete exercise.)

NATIONAL RANKING
This section is now in its own chapter. Beginning in 2012, Puppy Level will not be
ranked for National Rankings since the timespan for being in Puppy class is such a short
time and the title options so few. Puppy Level is to be an introduction and preparation
class for moving into regular class.

SANCTIONED SEMINARS
Senior Representatives - The position of Senior Representative has been eliminated. The Sanctioned Seminar is being standardized for consistency and will soon be available via webinars.
